Jeff Carter

President and CEO, Clean Water Action and Clean Water Fund


Jeff Carter is an attorney and nonprofit executive with over two decades of leadership experience in the nonprofit sector. He is currently the President and CEO of Clean Water Action and the Clean Water Fund.

Prior to leading Clean Water Action and Clean Water Fund, Jeff served as the Executive Director of Physicians for Social Responsibility (PSR). In this role, Jeff led PSR in its work to protect the public from global threats posed by climate change, environmental destruction, and nuclear weapons proliferation. He has collaborated with experts in the peace and security field to mentor emerging leaders and promote racial justice, diversity, and gender equity.

Jeff’s early career focused on education policy – particularly federal adult education policy. From 2014 to 2016, he served as President of the National Coalition for Literacy, and in 2018 as President of the Committee for Education Funding (CEF), the largest nonprofit coalition of national education advocacy groups in the U.S.
